Work permit issued under this category is specific to the employer. In order to change the employer, the employee has to receive approval from the ESDC.

LMIA( Labour Market Impact Assessment) is a written request to ESDC for an exception from hiring a Canadian citizen or permanent resident. The employer has to submit evidence, that he was looking for a local candidate and he was not able to find one(advertisement requirement for at least 4 weeks). The ESDC officer will consider the impact on the Canadian labor market and several other factors. A positive or neutral LMIA allows a foreign national to obtain a work permit.

In some cases, a work permit might be exempt from the advertising requirements. Such as owner-operator, LMIA based. Some LMIA has various requirements for an advertisement:

There is a list of occupations, for which no LMIA will be issued:

If you did not fall under the category of the LMIA exempt candidates, you will need a positive LMIA in order to accept a job offer.
